With a huge majority of more than 170 seats, Labour has come to power promising to double onshore wind, triple solar power and quadruple offshore wind by 2030.
In April, the US Department of the Interior (DOI) finalised regulation to block oil and gas development in 40% of the National Petroleum Preserve.
The floating liquefied natural gas (FLNG) project is set to tap into Argentina's vast Vaca Muerta shale gas reserves in the Neuquina Basin.
The move is expected to create one of the largest specialist wells, subsurface and project management companies in the world.
The collaboration will inject more than $1.2bn (21.66bn pesos) to develop the Lakach gas project and Grupo Carso will serve as the service provider.
Miliband previously served as Energy Secretary under former prime minister Gordon Brown from 2008 to 2010.
With two liquefaction trains and a combined capacity of 9.6 million tonnes per annum (mtpa), the project is expected to nearly double capacity to almost 15mtpa.
