Sempra Infrastructure has awarded the EPC contract to Bechtel Energy for the Port Arthur LNG Phase 2 project being developed in Texas, US. 

Under the contract, Bechtel will handle detailed EPC, commissioning, start-up, performance testing and operator training for the project.  

The agreement also involves conducting preliminary work before making the final investment decision, aimed at ensuring greater certainty in project costs and schedules. 

Currently, the planned Port Arthur LNG Phase 2 project is advancing through marketing and development phases.  

Authorised by the Federal Energy Regulatory Commission in September 2023, the project will feature two liquefaction trains with a capacity to produce around 13 million tonnes per annum (mtpa) of LNG.  

Construction is currently under way on the Port Arthur LNG Phase 1 project, which includes trains 1 and 2, along with two LNG storage tanks and related infrastructure.

Train 1 of the first phase is expected to commence commercial operations in 2027 and train 2 in 2028. 

The Phase 2 would potentially double the facility’s total liquefaction capacity from approximately 13mtpa to up to 26mtpa.

Last month, Sempra Infrastructure and Aramco entered into a non-binding agreement for the potential acquisition of 5mtpa of LNG and a 25% equity stake in the Port Arthur LNG Phase 2 project.
