Plains All American (PAA) has unveiled plans to build two new crude oil pipelines and related gathering systems in West Texas and New Mexico.

The company will extend its Avalon pipeline in Loving County into Culberson County with a 32-mile, 12-inch line.

It will have the capacity to transport about 100,000 barrels per day (bpd) of crude oil from northern Loving and Culberson counties.

The project is planned for initial startup in July 2015 with full operation slated in September.

PAA will also build a 60-mile, 16-inch State Line pipeline to connect Culberson County output to Wink, Texas, along the Texas-New Mexico state line.

The pipeline will have the capacity to transport around 150,000 bpd of batched crude oil and condensate.

PAA expects to bring the State Line pipeline into service in phases starting in early 2016 and complete in mid-2016.

The related gathering system is expected to be completed by early 2016.

PAA has also unveiled plans for the Blacktip station expansion and pipeline loop, which will include the construction of 200,000 barrels of new operational tankage and related pumping.

It will provide a further 200,000 bpd of pipeline capacity from the Blacktip station to Wink.

The company expects to complete the Blacktip station expansion and loop pipeline in August 2015.

Houston-based PAA owns a network of pipeline transportation, terminalling, storage and gathering assets in important crude oil and NGL producing basins and transportation corridors and at major market hubs in the US and Canada.

The company handles more than 4.1 million barrels per day of crude oil and NGL on its pipelines.
